When create a discount with orderdiscount to have the possibility to add maximum amount of discount that could be given.

This is a function that existed in old Litium 6.

Today only exist the opposite that the cart threshold should have a certain amount to get the discount.
Here we will give for example 20 % in order discount but maximum 2000 SEK to limit how much discount this specific code can get.

We used this a lot earlier in our old version for sponsorship, goodwill etc but would like to limit the given discount. Today no limit exists at all
