Today if you create a folder in the root of the Media module it is not possible to move them. "The root folder could not be moved."

If there is not a good reason for this i would like to be able to move them since then you always need to create a extra folder as root to make it possible to reorganize the folder later.

Creating a new folder and moving files is a possibility but is often a problem when folder has large amount of files. Also since it is not possible to see or change Ids for folder this is also a reason for making it possible to move folders. We often use folder ids in import and integrations.
