Make it possible to create a GDPR compliant db backup via Litium cloud CLI Merged

Right now there is the possibility to create a db backup artifact of the Litium platform and download it and use in you local environment as a developer database. It would be a nice feature to be able to download it without any GDPR related data. This would make it easier for us partners to also be GDPR compliant.
