We need a new discount type for one of our customers.
When buying X products, a discount of Y% should be given on all products of the type.
Example
An article has a basic price of SEK 100.
A discount of 30% kicks in if you buy 10 or more.

Our customer that needed this development decided for a different solution so they don't need this development for now.
What you describe appears to be what we call stacked pricing. We support this feature in our price lists. There you can specify which discount should apply for different intervals. For example, you can set it up as you describe below, and also add several intervals as below:
