Currently the configuration on this discount type requires a minimum quantity of 2. We see a need to be able to reduce this to 1 to both cover the scenario when a customer only buys 1 product as well as more than 1 product and still assign a cheapest/most expensive discount. There's no discount that can be configured to cover the only 1 product purchase scenario at the moment.
