Use fallback language in Back Office UI Merged

Fallback language is a great feature to use in the front-end, but it would be great if the setting also affected back-end, such as field names etc. Currently bringing in editors with new native languages into back office is an all or nothing deal.

It would be helpful if fallback language was respected by back office and one could translate the most important things first.

    Can you please add some more details (text/images) regarding this idea? Maybe a scenario when the problem occur.
